His expertise in this area covers the National Minimum Standards (NMS) for boarding and residential special schools (RSS); schools with a dual registration; and schools whose proprietors seek a material change in operations from the Department for Education (DfE). In addition, Bill has experience of opening new schools, and of ensuring successful pre-registration and final registration inspections. He has also followed up emergency inspections, warning notices and enforcement letters from the DfE. He also has expertise on outdoor education and activity centres.
