Experience
24 years as a university administrator working as secretary to a governing body; academic administration including academic planning, regulation, student issues, appeals and complaints; human resources; financial audit and legal affairs: I advise in all these areas. Also worked as a higher education consultant for the Council of Europe and to a leading firm of solicitors, both since 1994. Have carrried out reviews of university and college procedures, high level investigations for a governing body, drafted constitutions for a new university in the UK and in different parts of the world. My services are offered to both institutions and individuals.
Clients
The majority of my clients in the UK have been through my association with a law firm and therefore names are confidential. Otherwise in the UK I have played a major part in drafting the constitutions of the University of the Highlands and Islands and undertaken work for the University of Paisly. I have been involved in the preparation of codes of practice and other projects for the QAA, The British Council, The Association of Commonwealth Universities and have lectured for NUS, the Association of University Administrators, and other institutions. Outside the UK I have advised in 14 countries in Central and Eastern Europe and Central Asia.
Recent projects
Recent projects include a report on comparative legislation of the 40 member states of the Bologna Process (UNESCO-CEPES), higher education reforms in Bosnia-Herzegovina (Council of Europe/World Bank), reformn of legal education in Albania (Council of Europe/European Commission), education laws in Kosovo (Council of Europe). In the UK I was a member of the working groups which produced the QAA Code of Practice on Student Complaints and Appeals, and on Student Disciplinary Procedures.
Specialisms
I wrote the only single-author text on higher education law (1994, 1998, third ed due 2006) and as such am recognisd as a leading authority on all issues of governance, staff and student relations and other issues in higher education. I have as a result of this work been invited to speak at numerous conferences in the UK, Europe, the United States and Australia/New Zeland and written many published articles in this field. I have been consulted by many individuals pursuing claims against institutions, as well as by institutions themselves undertaking legal risk assessment.
